Justin Bieber apparently "drove like he was in a rocket ship" on a Los Angeles freeway.

The 18-year-old pop star was cited for speeding for going 80 miles an hour in his chrome Fisker Karma while driving on Hollywood's congested 101 motorway.

Los Angeles City Councilman Dennis Zine, the eyewitness on the road who called the police when he spotted Justin zoom by, is incensed that the singer wasn't arrested.

"Bieber was driving like a maniac," Dennis told TMZ. "He was weaving in and out of traffic. There was hardly any space between cars as he weaved from lane to lane.

"If I was on patrol, I would have arrested him for reckless driving. I was going 60 and he drove by me like he was in a rocket ship. He was a maniac."

Justin was apparently trying to escape paparazzi, who chased the superstar down the freeway to get some photographs.

A law enforcement source has informed the website that police are currently investigating whether or not the paps were the cause of "creating a hazardous situation."
